Need your help! Problem with UPS Rate response

Using Magento 1.9.4.5 for over three years on dedicated server, suddenly getting UPS rates from https://onlinetools.ups.com/ups.app/xml/Rate becomes very slow or sometimes impossible! same with charging response through https://api.authorize.net/xml/v1/request.api looks like reading xml’s are very slow or something? Getting rates with USPS is fine and fast.

Please help!
