What do you think it is more efficient?

Hello guys,

Is it more efficient to buy a theme like porto and update its tech stack and customize, like deleting functions that we do not need or starting from the zero.

Which is cheaper in terms of getting stuff done. If i buy the theme first, the dev wont have to built it from the scratch.
