Creating store-view or new website for a new market? Pros/cons?

Hi Guys.

I wanna hear your opinion about how to pick the right solution when it comes to create a new website for lets say the German market.

I see pros/cons with both creating store-view and an actual M-website to do the job.

What do you choose?
