Magento 2.3.3 tax does not work

Has anyone experienced this issue: https://magento.stackexchange.com/questions/295790/magento-2-3-customer-tax-class-not-showing-on-product-page

I set Catalog Prices to Including Tax, tried all possible settings, tried the solution in the 2nd comment but no luck. Someone said that upgrading to Magento 2.3.4 will resolve the issue, but my M2 website was installed via Click-to-install in Nexcess, they only have 1 selection for 2.3.3.
